Driver swap doesn't fool deputy
3:29 a.m. — U.S. 1 and Old Dixie Highway, Flagler County
Traffic offense. A traffic stop for speeding led to the arrest of an unlicensed driver after deputies determined the occupants of a vehicle had switched seats before the deputy reached the car.
According to the arrest report, a deputy clocked a gray Hyundai traveling 58 mph in a 45 mph zone on U.S. 1. After the vehicle stopped, the deputy noticed it shaking violently "as if multiple people were moving inside the vehicle" before the windows were finally rolled down.
The woman sitting in the driver's seat appeared nervous and told deputies her driver's license was inside her phone, though both items were later found on the rear passenger floorboard. When questioned, she eventually admitted another occupant had been driving before the stop.
Deputies identified the driver as a man who had never been issued a driver's license. He was arrested for operating a motor vehicle without a valid driver's license, issued a traffic citation and transported to the Flagler County jail. Investigators also determined he was on probation and notified his probation officer of the arrest.

Bicyclist says he had 'no brakes,' ends up under arrest
12:20 p.m. — Cypress Edge Drive area, Palm Coast
Narcotics. A bicyclist stopped for running a stop sign was arrested after deputies found suspected drugs and drug paraphernalia in his backpack during a traffic stop in Palm Coast.
According to an arrest report, detectives had been watching the man after observing suspicious behavior near a hotel on Kingswood Drive, where he was seen handling jewelry and moving bags before leaving the area on his bicycle. Deputies later stopped him after he failed to stop at a stop sign while leaving the Cracker Barrel area. The man told deputies he did not stop because his bicycle did not have brakes.
A K-9 alerted to the odor of narcotics coming from bags attached to the bicycle. Deputies found suspected cocaine, about 7.6 grams of cannabis, a digital scale, plastic baggies and drug paraphernalia, according to the report. The man was arrested and transported to the Flagler County jail.
