Cornelia Downing Manfre: Palm Coast City Council District 3 candidate

Growing up in Washington D.C., Cornelia Downing Manfre was the daughter of two United States Navy lieutenants. Her son is also in the Navy, and her husband is a former Flagler County sheriff.

"I come from a family of service," said Manfre, who is a candidate for Palm Coast City Council's District 3 seat. 

Manfre arrived in Palm Coast 21 years ago, and she has been involved in corporate real estate for the past 20 years, eventually becoming a real estate broker.

Manfre has three main areas of concern she'd like to address if elected to the City Council: taxes, services and growth. 

She noted that about 90% of Palm Coast's tax revenue is from residential taxes. She wants to see the commercial revenue tax base expanded. She also expressed concern over expenditures. 

Manfre has been involved in both residential and commercial real estate and is a Certified Commercial Investment Member. She wants to help bring companies to Palm Coast. That starts with training staff to make the process more streamline.

“We have a problem inside our administration, where processing is taking too long," she said.

Finally, there's encouraging business growth, which will bring in commercial property revenue.

"We need someone who will be laser-focused on economic development," she said. "If you don’t tell people what you have to offer, they’ll never know. We’ve got to be more proactive.”
