Letter: Ormond Beach's budget should prioritize essential needs and reduce discretionary spending

An eye on the budget

Dear Editor:

Ormond Beach budget season is underway, and residents should take careful note of the city’s spending priorities. At a time when fiscal prudence should guide decision-making, the current budget discussions suggest a need for greater restraint and clearer prioritization.

The City Commission has held two budget workshops thus far, on May 19 and June 9. The first focused on the five-year Capital Improvement Program for fiscal years 2026-27 through 2030-31, which outlines more than $200.8 million in capital needs, including $37.3 million proposed for fiscal year 2026-27. The funding plan includes bonds (loans), grants, user charges and fees, property taxes, gas tax revenues, and reserves. Regardless of the source, these funds ultimately come from the public.

Among the proposed projects are a $2.8 million multi-use path from Division to Wilmette, $4.2 million for Granada Bridge beautification and lighting, $575,000 for Linear Park conceptual planning, $2.1 million for new airport access roads, $48 million for relocating the police station, and $7.2 million for Pineland Trail roadway improvements.

At the second workshop, the Commission directed staff to maintain the millage rate at 4.3202 mills. While city revenue projections continue to rise for the upcoming fiscal year, a significant risk remains: if the Florida property tax referendum passes on November 3, the City projects a loss of $8.18 million over the next three fiscal years.

In light of these circumstances, the city should focus on prioritizing essential needs and reducing discretionary spending where possible. The proposed budget will not be available until July 11, allowing for a more complete review. Regardless of the referendum’s outcome, there remains an opportunity to further reduce the tax burden on Ormond Beach residents.

The final workshop and vote on the tentative millage are scheduled for July 28.
