Superintendent Moore selects Angela O'Brien to Flagler Schools’ No. 2 position

The Human Resources' director of organizational talent will take over the open position of assistant superintendent of academic services pending approval by the School Board.

Flagler Schools Superintendent LaShakia Moore has selected Angela O’Brien to be the next assistant superintendent of academic services, according to a school district press release.

The position was previously held by Moore and has been open since Moore became interim superintendent on June 30, 2023. The School Board abandoned a superintendent search in September, naming Moore to the position. She signed a four-year contract on Oct. 17.

O'Brien’s promotion to the district's No. 2 position is pending approval by the School Board at its Jan. 23 business meeting.

O’Brien has been the district's director of organizational talent in the Human Resources Department since October, 2022. As assistant superintendent of academic services, she will be responsible for directing and administering the district’s policies, programs and goals and assisting in the development and implementation of school curriculum and related services.

“Angela has already demonstrated in her brief time with Flagler Schools her outstanding leadership,” Moore said in the release. “I anticipate that in her new capacity ... she will prove to be a valuable and innovative senior administrator. I look forward to working closely with her on our collective mission to move ‘Flagler Forward.’”

In her 15 months with the district, O’Brien has achieved a number of accomplishments. She obtained Florida Department of Education approval for the launch of the Professional Learning Certification Program — an alternative certification pathway for teachers.

She also launched a district-wide electronic evaluation platform, redesigned new hire orientation to improve the employee experience and led a proposal and implementation of a new recruitment system. The system includes a job board, applicant tracking and onboarding.

“I look forward to working alongside our leaders, educators and staff to realize our shared goal of Flagler Schools being a premier organization for our students, employees and community,” O'Brien said.

Prior to joining the Flagler County School District, O’Brien served as regional operations director (2017-21) and vice president of education services (2021-22) for Pennsylvania-based New Story Schools.

She earned her bachelor’s degree in psychology at Juniata College in Pennsylvania and her master's degree in human services from Hood College in Maryland in 2009. O'Brien completed postgraduate studies in applied behavior analysis at Florida Institute of Technology, becoming a board certified behavior analyst in 2011. She currently is a doctoral candidate in education leadership at the University of Pittsburgh, with her degree expected this spring.

O'Brien, her husband and four children have lived in St. Augustine Beach since 2020.
