New beachfront hotel proposed for Ormond Beach

The proposal also includes the construction of 15 single-family homes in the former Florida Hospital Oceanside site.

A 137-room beachfront hotel is being proposed for Ormond Beach on A1A. The proposal also includes 15 single-family homes to be constructed at the former Florida Hospital Oceanside site.

A neighborhood meeting to discuss this project was held at the Ormond Beach Regional Library on Wednesday, Sept. 14. The meeting, attended by about 50 people, outlined plans for the five-story hotel, to be a Marriott Residence Inn. The hotel will span 95,700 square feet on the 2.95-acre site and the developer, Ormond Beach Holdings LLC, seeks a Planned Business Development zoning map amendment. The property is currently zoned B-6 "Oceanfront Commercial" and B-7 "Highway Tourist Commercial," as it used to house a 139-room hotel, which was demolished over a decade ago. 

"I think this is a great replacement, in terms of structure," said Rob Merrell, of Cobb Cole, the attorney representing the applicant at the neighborhood meeting. "... At the end of the day, we're replacing old with the new."

The hotel will have 108 parking spaces beside it east of A1A, and 62 additional spaces west of A1A. While hotel guests will have a private walkover to the beach from the building, public beach access from the Seminole Avenue beach approach will not be impacted. Developers do seek to build a new public sidewalk on Seminole Avenue with ADA access to the beach.

An FDOT project to construct crosswalks along A1A is also planning to add a crosswalk at the Seminole Avenue beach approach.

The remainder of the project is centered on the west side of A1A at the site of the former hospital, which was demolished in 2019 due to hurricane damage. The developer seeks to construct 15 single-family homes on the 4.24-acre parcel — which also includes the 62-space hotel parking. To do so, the developer needs the City Commission to approve a small scale land use map amendment to change the designation from "Public Institutional" to "Low Density Residential." 

The small community along Valencia Drive, to be known as "Tide's Edge at Ormond Beach," will have a homeowners association, and will not be affordable housing or have the ability to serve as short-term rentals, a concern some of the residents voiced at the meeting. In the city of Ormond Beach, short-term rentals are not allowed in residential areas.

"This will be a project that is going to be part of your neighborhood," Merrell said. "All the same zoning codes, all the same lot size requirements, house size requirements, etc., and it's going to be new. Hopefully, you guys will like it."
