The Flagler County Sheriff’s Office received a call at 11:05 p.m. on Feb. 15 from a woman who told deputies that her ex-boyfriend was threatening to shoot her via text messages she had been receiving on her cell phone. When the victim refused to respond, the suspect, identified as 38-year-old Jerrad Moore arrived at the same location as the victim. He was driven there by a woman named Michelle Visciglia
The victim was sitting in a car with another female at a residence when Moore and Visciglia arrived. After Moore attempted to get into the victim’s vehicle, which was locked, he asked Visciglia to retrieve a gun case from the trunk. The victim recognized the gun case as her own, and knew that it held a loaded 12-gauge pump-action shotgun.
Moore then jumped on the hood of the victim’s vehicle and pointed the shotgun at both victims through the vehicle’s windows. During the incident Moore told one victim that he was going to kill her. Visciglia eventually grabbed Moore’s arm and got him to leave the scene.
A third-party witness confirmed for deputies that Moore told Visciglia to pop the trunk and get the gun. The anonymous witness also told deputies that Moore was holding a case that resembled a long gun rifle case.
Based on the sworn statements of both victims and the third-party witness, deputies charged Moore with aggravated assault with a deadly weapon and grand theft of a firearm, among other charges. Visciglia was charged with tampering with a victim.
Deputies attempted to locate Moore and Visciglia but were unable to until Tuesday, Feb. 18, when deputies learned that both suspects were staying in the trailer of a friend on County Road 75 in Bunnell.
Deputies established a perimeter around the residence and made announcements for Moore and Visciglia to exit the property. An FCSO K-9 Unit and the Flagler County Emergency FireFlight helicopter assisted in securing the scene. Visciglia quickly surrendered to deputies but Moore refused to leave the residence. An FCSO crisis negotiation team was called out to speak with Moore in an effort to get him to exit the trailer peacefully. The negotiation team was successful and Moore eventually surrendered to deputies. He exited the property and was taken into custody.
“I’m proud of our team, especially our crisis negotiators, for working swiftly to take these two into custody safely and without any injuries,” Sheriff Rick Staly said. “This guy is a dangerous convicted felon and had no business having access to any type of weapon. We’re very glad that he was not able to physically harm the victims in this case or our deputies. I hope the courts take a look at his long criminal history and send him to prison where he belongs.”
Moore is a convicted felon and has served three prison terms for various crimes, including grand theft, sudden snatching, burglary, credit Card fraud, petit theft and possession of a firearm by a felon.
Moore and Visciglia were booked into the Flagler County Jail. Visciglia is being held on a $50,000 bond while Moore is being held with no bond allowed.
