Many residents in the R-section of Palm Coast, particularly along Richardson Drive, have complained about hooligans coming out of Ralph Carter Park and onto their streets, wreaking havoc and causing vandalism. Residents have wanted a fence and, according to City Manager Jim Landon, one could be erected in the near future.
