Florida teens must complete new requirements to obtain learners permits beginning July 1

Beginning July 1, teens seeking a learners permit will have to complete two driver education courses and produce REAL ID-compliant documentation, including parental consent.

Florida teenagers seeking their learners permit will have to complete new requirements beginning July 1.

The changes, enacted by the Florida Department of Highway Safety and Motor Vehicles are intended to enhance driver education and safety for new motorists, a Flagler County Tax Collector press release said. Class E learners permits are available to teens aged 15-17.

The new requirements are: completing a six-hour driver education course, completing a four-hour Traffic Law & Substance Abuse Education Course, and provide REAL ID-compliant documentation, including proof of address and parental consent.

Teens and parents can find a list of required REAL ID documents by visiting flaglertax.gov and clicking on the “What Do I Bring?” section, the press release said.

Driver education courses can be completed through approved providers found on flhsmv.gov or flvs.net. The new requirements do not apply to anyone who was issued a permit or driver's license before July 1, 2025, is transferring an out-of-state license to Florida or has already completed the TLSAE course prior to July 1, 2025 and was at least 14 years old at the time of taking the course, the press release said.
