Flagler County Sheriff’s Office (FCSO) deputies made 20 arrests this past weekend between 6 p.m. on Friday, February, 9, 2024, and 6 a.m. on Monday, February 12, 2024. They handled 544 calls for service and made 146 traffic stops.
“Despite multiple warnings this week, several drivers still decided to drive impaired this weekend,” said Sheriff Rick Staly. “See something, say something callers resulted in arrests and we thank them for being a partner with the Sheriff’s Office and reporting suspicious behavior.”
Local business burglar caught in playground slide
On Friday, February 10 at approximately 6:30 p.m., a deputy responded to Casa Montessori School in Palm Coast after receiving reports of a suspicious person attempting to open doors to several vehicles and throwing items over the fence of a playground.
Sgt. Reckenwald arrived on scene and found a female matching the description, later identified as Julie Martellucci, 45, of Palm Coast. She ignored commands to exit the playground and attempted to hide in a corkscrew tube slide. After being removed from the slide, Martellucci struck Sgt. Reckenwald with her elbow across the face while he attempted to restrain her.
Martellucci was arrested on two counts of Burglary, Resisting Arrest with Violence, and Battery on Law Enforcement Officer. She was transported to the Sheriff Perry Hall Inmate Detention Facility without further incident.
Investigation revealed Martellucci had thrown several playground playsets over the fence, tipped over others, gained access to a shed on the property and attempted to gain access to both businesses through several windows. She is currently being held on $15,000 bond.
“This would-be thief reached a new low in her attempt to steal from local businesses,” said Sheriff Rick Staly. “She left a mess on a children’s playground and slid her way into the Green Roof Inn. I also thank the concerned citizens that called in reporting the suspicious behavior that led to her arrest. Finally, if you batter a Deputy Sheriff, I promise you a trip to the Green Roof Inn.”

Deputies arrest man for DUI, hit and run
On Friday, February 10 just after 2 a.m., a deputy responded to Checkers in Palm Coast after receiving a report of a reckless driver, who was seen circling the building with no apparent destination. The witness provided a thorough vehicle description and license plate number. While still on the phone with dispatch, the witness stated the vehicle struck a curb and hit a pole in the parking lot before leaving the scene and driving toward a nearby bowling alley.
Deputies located the vehicle in the parking lot of Palm Coast Lanes with a man, later identified as Philip Clark, 50, of Palm Coast, slumped over the steering wheel. The witness remained on-scene to positively identify the vehicle and the driver of the hit-and-run.
The driver refused to participate in field sobriety exercises but had glossy eyes, slurred speech, and smelled strongly of alcohol. Clark was arrested for Leaving the Scene of a Crash, and DUI with Property Damage. He was transported to the Sheriff Perry Hall Inmate Detention Facility where he also refused a Blood Alcohol Test but urinated on himself while entering the booking area.
“This is another example of how concerned citizens can help protect their community by reporting suspicious or unsafe behavior,” said Sheriff Rick Staly. “This drunk driver could’ve killed or severely injured someone. Thankfully he had time to sleep off his hangover and rethink his choices at the Green Roof Inn. Be like this witness, if you see something, say something.”
After sobering-up in jail, Clark was released on a $1,500 bond.
Woman arrested for DUI, child endangerment after crashing car in Seminole Woods
On Friday, February 10 just after 11 p.m., deputies responded to the intersection of Seminole Woods Blvd. and Sesame Blvd. after a Nissan Altima crashed into a wooded area.
The driver of the vehicle was identified as Sheranet Lugo-Fennolal, 24 of Palm Coast. Two children were also inside the vehicle at the time of the crash, but were not injured.
The driver told deputies that she had consumed three glasses of wine at a friend’s earlier in the evening. After failing to complete a series of field sobriety exercises, deputies placed Lugo-Fennolal under arrest for DUI and child neglect. Her children were released to the custody of her mother.
Lugo-Fennolal was taken to Advent Health where she refused medical treatment and was then transported to the Sheriff Perry Hall Inmate Detention Facility. She was administered a Blood Alcohol Test, which resulted in a 0.133 BASC reading. Under Florida Law impaired driving is considered .08BAC or above.
Lugo-Fennolal was released after sobering-up and posting a $4000 bond.
“No matter how many times we warn people not to drive under the influence of drugs or alcohol, there will still be those that think they can get away with it,” said Sheriff Rick Staly. “This woman is fortunate that she and the children could walk away from the crash and she did not hurt anyone. The Super Bowl maybe over, but FCSO is always looking for impaired drivers, ready to get them off the road, and behind bars at the Green Roof Inn.”
