Flagler County Sheriff’s Office deputies received a "Be on the Lookout" on March 16 from the Putnam County Sheriff’s Office in reference to a suspect wanted for kidnapping a female from Putnam County. PCSO detectives had begun searching for the victim on March 15 after a witness observed a woman beaten and then forced into a black vehicle in Palatka. The victim’s purse was found at the scene and there was blood inside of her car.
The suspect vehicle, a Nissan Altima, was spotted on Monday, March 16, by the U.S. Marshal Task Force and was last observed traveling eastbound on State Road 100 entering Flagler County. The suspect, 39-year-old Carl Oxendine, was positively identified as the driver. The victim was in the passenger seat. This information was given to FCSO deputies after the task force lost sight of the vehicle.
An FCSO deputy spotted the vehicle on County Road 13. The deputy attempted to stop the suspect vehicle, but the vehicle fled at a high rate of speed and turned onto County Road 205.
As Oxendine continued to flee, multiple bystander vehicles had to swerve out of the way to avoid potentially being struck. One bystander vehicle had to move off the roadway and became partially stuck in a ditch. The driver was able to safely remove his vehicle without injury.
Oxendine changed direction and began traveling west on State Road 100 where FCSO deputies were able to successfully deploy stop sticks on his vehicle causing his rear tires to deflate. PCSO detectives were able to successfully preform a pit maneuver and bring Oxendine’s vehicle to a complete stop and arrested him.
Emergency services arrived on scene to assess the victim and she was taken to AdventHealth with minor injuries.
This is not Oxendine’s first encounter with law enforcement. He was previously arrested in 2009 by FCSO for
driving with a suspended license and is considered a habitual traffic offender.
“I am glad that we were able to help rescue the victim,” Flagler Sheriff Rick Staly said. “This was a wild and dangerous chase for law enforcement and drivers with a kidnapping suspect that was doing everything he could to get away."
Oxendine was taken to the Flagler County Jail and was charged with fleeing with disregard for safety, habitual traffic offender and two felony warrants from Putnam County for possession of a firearm by a convicted felon. PCSO will be filing further charges for aggravated assault and kidnapping. Oxendine is being held on no bond.
