Palm Coast’s budget for 2011-2012 isn’t final yet, and won’t be until later this month, but the city is already planning for some changes.

One of the items slashed by the Palm Coast City Council in order to make the proposed millage rate 3.99 mills, or $3.99 per $1,000 of taxable value, is the Frieda Zamba swimming pool.

The Frieda Zamba Swimming Pool, which is currently open year-round, would be closed from late November to early April — saving the city approximately $57,400.

At the Sept. 6 Palm Coast City Council meeting, officials said the goal isn’t to hinder various swimmers’ abilities to practice and be active throughout the winter, but to save money.

“Instead of heating two pools, it would actually be more efficient and have them use one pool,” said City Manager Jim Landon.

Two notable teams use the Frieda Zamba pool — the Flagler County Synchro Belles and Dynoswim, a competitive adult swimming team.

The Belle Terre Swim and Racquet Club is also a public pool, but operated by the school district. Landon hopes to work out a deal with the school district so those teams, and others, can use the Belle Terre pool instead.

According to Landon, the city paid approximately $30,000 in propane costs last winter.

Plus, Landon added, paying lifeguards to sit out there in their parkas and watch the steam come off the water “doesn’t make a whole lot of sense.”

Efficiency and cheaper costs to the taxpayers are what the city hopes to accomplish, Landon said.
