Sargent, Tolland and Shanahan recognized as 'Home Rule Hero' recipients

The award by the Florida League of Cities recognizes their work and advocacy efforts during the 2026 Legislative session.

The Florida League of Cities recently recognized three Ormond Beach officials with Home Rule Hero awards for their work and advocacy efforts during the 2026 Legislative session.

Ormond Beach City Commissioner Travis Sargent, Deputy Mayor Lori Tolland and City Manager Joyce Shanahan were among this year's recipients. 

“Local voices matter, and during the 2026 Legislative Session, these leaders made sure those voices were heard,” said FLC Chief of Legislative Affairs Casey Cook in a press release. “By engaging early, often, and thoughtfully, they helped elevate the municipal perspective and reinforce the importance of local decision-making. We sincerely appreciate their dedication and are proud to recognize their advocacy on behalf of Florida’s cities.”

According to the FLC, Home Rule Hero Award recipients are local government officials, elected and non-elected, who consistently respond to the request to engage with members of the Legislature and provide a local perspective on key issues. 

This is the second consecutive year Tolland and Shanahan have received the award. This is Sargent's first Home Rule Hero recognition.
