Two Daytona Beach City Commission races will be on the primaries

There are three commission races in the 2026 election: Zone 1, Zone 3 and Zone 5, the latter two which have three candidates and will therefore head to the primary election on Aug. 18.

All candidates for seats up for election on the Daytona Beach City Commission were deemed eligible to run at the conclusion of the qualifying period on Friday, June 12. 

There are three commission races in the 2026 election: Zone 1, Zone 3 and Zone 5, the latter two which have three candidates and will therefore head to the primary election on Aug. 18.

If none of the three candidates win 50% of the vote plus one, the top two will head to a runoff in the general election on Nov. 3.

As the Zone 1 race only has two candidates, the race will be decided in the general election. 

In Daytona Beach, commissioners serve four-year terms.

Here is who is running this year.

Zone 1

Incumbent Monica Paris is facing challenger John Navarra. 

Paris filed to run on Feb. 25. If reelected, Paris will serve a second term on the commission, as she was first elected in 2022. She has lived in Daytona Beach since 2016. 

Navarra filed to run in October 2025. A teacher at Pine Ridge High School for over two decades, Navarra previously ran in 2024 for the Florida House District 28. He has lived in Daytona Beach for over 40 years. 

Zone 3

Incumbent Quanity May has two challengers in the Zone 3 race: Christos Mavronas and Steven Miller.

May filed for reelection on Feb. 12. She has served on the Daytona Beach City Commission since 2018 and has lived in the Daytona Beach area for over 17 years. 

She is a downtown business owner specializing in fitness training, dance lessons, personal development and business plan coaching, according to her city bio. She is also a registered marriage and family therapist and prior to her election, served on the city’s Downtown Redevelopment Board.

Miller filed to run on April 2. An accountant with over four decades of experience, Miller served on the Daytona Beach City Commission for one term in 1993. He has run for office again a handful of times since, including for Volusia County Council District 2 in 2024.

Mavronas filed on May 19. A local business owner, he is the CEO of the Steve's Famous Diner brand, having taken over is father's business in 2002. According to his LinkedIn, he also serves on the board of the Daytona Regional Chamber of Commerce. 

Zone 5

Three candidates are running to represent Zone 5 on the Daytona Beach City Commission, a seat held by Danette Henry, who is not running for reelection.

John Counts filed on Feb. 20. A native of Daytona Beach, he served in the U.S. Navy for six years, according to his campaign website. He moved back to the area few years ago.

Two candidates filed during the qualifying period: Aaron Richard Harrison and Willie F Williams both filed on June 10. Williams, a retired Volusia County Schools Educator, last ran to represent Zone 5 on the City Commission 10 years ago, according to a Facebook post.
