The City of Palm Coast has launched a new educational webpage aimed at helping residents better understand the proposed Master Planned Development (MPD) for the Future Planning Area west of U.S. 1 before the proposal enters the public hearing process later this month.
The new online resource serves as a one-stop location where residents can review maps, planning documents, frequently asked questions and other information about the proposal while learning how they can participate in upcoming public meetings.
Residents can access the webpage at https://www.palmcoast.gov/westward-expansion.
"Our goal is to make information easy to find, easy to understand, and available to everyone," Communications and Marketing Director Brittany Kershaw said. "By bringing project details, maps, supporting documents, and answers to common questions together in one place, we're helping residents better understand what's being proposed and how they can participate in the public review process."
The proposed MPD would establish a long-range planning framework for approximately 20,000 acres west of U.S. 1, creating the blueprint for how the area could develop over the coming decades. While the plan does not approve individual neighborhoods or construction projects, it establishes the overall vision for future residential, commercial, industrial and recreational development, as well as transportation and infrastructure improvements. The proposal has the potential to eventually include approximately 22,000 homes along with employment centers, schools, parks and commercial development over an estimated 30-year buildout.

The website also explains what a Master Planned Development is, how the review process works and what approvals would still be required before any future construction could occur. Additional sections address transportation planning, environmental considerations, utilities and infrastructure, as well as the timeline for public hearings and opportunities for citizen input.
City officials say the goal is to provide factual information in one location so residents can review the proposal before attending public meetings.
"Community participation is an important part of the development review process," Community Development Director John Zobler said. "We encourage residents to review the available information, attend the public meetings, and share their comments as the proposal moves through the City's public review process."
The first public hearing on the proposed Master Planned Development is scheduled for the Planning and Land Development Regulation Board on Tuesday, July 15, at 5:30 p.m. in the Jon Netts Community Wing at Palm Coast City Hall. The meeting will also be livestreamed on the city's YouTube channel.
Following the Planning Board's recommendation, the proposal is expected to move to the Palm Coast City Council for additional public hearings later this summer before any final decisions are made.
The westward expansion proposal has been one of Palm Coast's most closely watched planning initiatives, with city leaders and residents debating issues including infrastructure capacity, transportation improvements, water resources, parks, schools, commercial development and developer responsibilities. City officials hope the new webpage will give residents the information they need to make informed comments as the public review process begins.
