Condo association president arrested again for more video voyeurism charges

Robert Orr secretly filmed 'multiple other unidentified victims,' according to a Sheriff's Office report.

A local condominium association president arrested two weeks ago for hiding a video spy camera in a houseplant facing the master bedroom of an unsuspecting woman's condo has been arrested again.

A forensic analysis of electronic equipment seized from suspect Robert W. Orr's home revealed that Orr had hidden other cameras elsewhere and had filmed "multiple other unidentified victims," according to an arrest report. 

Orr is the president of the Las Brisas Condominium Association in Matanzas Shores.

Footage of one victim whom deputies were able to identify showed that victim undressed and using the bathroom. Some images dated back to 2018, according to a news release from the Flagler County Sheriff's Office.

That victim told detectives that she wanted to pursue charges. Deputies arrested Orr on on Monday, Sept. 19, for five new charges related to his filming of that victim.

He had faced four felony counts from the images found on the camera located in a houseplant at a different condo unit two weeks ago. That camera had contained footage of two people.

The FCSO’s Major Case Unit is searching for additional victims, and has asked anyone who believes they may have been a victim of Robert Orr to call the FCSO at 386-313-4911.
