Two felons back at county jail after deputies serve arrest warrants, find drugs

One of the suspects has faced 21 felony arrests over the last 14 years.

Two habitual offenders who have previously faced a total of 27 felony charges are back at the county jail.

Flagler County Sheriff’s Office deputies arrested 39-year-old Ryan Giovine and 20-year-old Jason Chum on active warrants, and found that both men were also in possession of illegal drugs.

Deputies arrested Giovine Thursday morning, April 28, at the Country Store on County Road 305 in Bunnell after an FCSO deputy recognized him.

Giovine had an active warrant for his arrest for Possession of a Schedule II Substance and Possession of Ammunition by a convicted felon.

During the arrest, deputies found Giovine in possession of hypodermic needles, a round of ammunition and a small plastic baggie containing a brown powdery substance.

FCSO field tested the substance and it came back positive for Fentanyl. Giovine was arrested for Possession of a Controlled Substance-Fentanyl, Possession of Ammunition by a Convicted Felon and Possession of Drug Paraphernalia. 

Early Friday morning, April 29, deputies arrested Chum after learning he was in the area and had an active warrant for Violation of Probation.

An FCSO deputy stopped his vehicle at the intersection of North Oceanshore Boulevard and Jungle Hut Road.

“We’re going to keep bringing these felons and poison peddlers back to the Green Roof Inn until they are held responsible for their actions by the criminal justice system.”

During the arrest, Chum was found in possession of 283 grams of marijuana packaged for sale, cocaine, a digital scale and several small clear plastic bags.

Chum was also arrested for Possession of Marijuana with Intent to Sell, Possession of Cocaine, Possession of Drug Paraphernalia, Driving with License Suspended with Knowledge, and an additional onsite Violation of Probation charge. 

“We’re going to keep bringing these felons and poison peddlers back to the Green Roof Inn until they are held responsible for their actions by the criminal justice system,” Sheriff Rick Staly said. “I commend our deputies for their proactive policing. Convicted felons, fugitives and poison peddlers will get locked up every time if they continue their criminal activity in our county.” 

Both felons are no stranger to the law, Giovine especially.

He’s been to the county jail 13 times since his first visit in 2008.

Over the past 14 years, he has faced 21 felony arrests including Battery Causing Bodily Harm, Racketeering, Burglary of a Dwelling with Assault and Battery and Violation of Probation. Giovine was book in to the Sheriff Perry Hall Inmate Detention Facility without bond. 

This is Chum’s second time at the county jail.

He was arrested in May 2021 and charged with Possession of Drug Paraphernalia and Possession of Marijuana. Chum was booked into the Sheriff Perry Hall Inmate Detention Facility without bond.
