Nine additional charges added in voyeurism case against condo association president

The Flagler County Sheriff's Office has added nine additional charges against the condo association president accused of video voyeurism.

The charges include five video voyeurism charges and four unlawful use of a two-way communication device. Robert W. Orr, who was originally arrested in September, turned himself in for arrest on Dec. 14, according to the arrest report, and has since posted a $45,000 bond.

Orr, 59, now has 12 counts of video voyeurism and six counts of unlawful use charges against him, and has posted in total $90,000 in bond, according to a press release from FCSO.

“We knew when we arrested this pervert this was likely not his first time,” Sheriff Rick Staly said. “Our Major Case Unit has combed through his seized technology and worked hard to bring justice to the victims in this case. I encourage anyone else that thinks they may have been a victim to contact us.”

Orr, president of the Las Brisas Condo Association in Matanzas Shores, was originally arrested in September when a spy camera was found in a house plant facing a woman's bedroom. He was then rearrested later in September under additional charges after more evidence was discovered on his electronic devices of multiple other victims.

So far, FCSO has identified at least four of the victims, the press release said, and are working to identify more. Some of the victims go back to 2018, the release said. FCSO's Major Case Unit and Digital Forensics Unit is working with St. John’s County Sheriff’s Office in accessing encrypted files. All of the victims uncovered so far were unknowingly being recorded, the release said.
