The Palm Coast City Council will hold a budget workshop at 5:30 p.m. Tuesday, Sept. 7, with a council business meeting immediately following the workshop. A special budget hearing will follow two days later, at 5:30 p.m. on Thursday, Sept. 9. All of these workshops and meetings are public.
Tuesday, Sept. 7:
The agenda for the 5:30 p.m. budget workshop is as follows:
- The Financial Services director and Budget and Procurement manager will present the council with the final proposed general fund budget for the Council’s discussion and consideration.
The agenda for the business meeting that will immediately follow the workshop is as follows:
- The Public Information and Engagement director will recognize a local good Samaritan, Andrew Duncan, and several Animal/Code Enforcement officers who rescued 17 dogs and cats that were being held in the back of a hot U-haul trailer and needed immediate medical attention.
- The Public Information and Engagement director will present the 2021 winners of the city of Palm Coast’s annual photo contest.
- September will be recognized as National Recovery Month, and the council will present a proclamation to Flagler Open Arms Recovery Services. The Substance Abuse and Mental Health Services Administration encourages residents to participate in National Recovery Month to learn more about how to help people achieve and sustain long-term recovery.
- Sept. 18 will be recognized as Arbor Day, and a proclamation will be presented. The city of Palm Coast’s Arbor Day event will take place on Sept. 18 at Central Park in Town Center.
- The Community Development Department will present an ordinance to amend the Code of Ordinances to clarify the screening requirements for garbage containers.
- The Community Development Department will present an ordinance to amend the Code of Ordinances to define collection or donation bins and adding a new article as to the regulation of collection bins within city limits.
- The Planning Division will present an ordinance approving the amendment to the 2035 comprehensive plan to create a property rights element. This item was initiated by House Bill 59, becoming a law in Florida on July 1 and prompting this requirement.
- The Planning Division will present an ordinance to approve the rezoning of 10.85 acres from high intensity commercial to multi-family residential for the property known as The Tribute. This motion was previously approved at the Aug. 3 public hearing but failed at the Aug. 17 hearing. Council then voted to continue the hearing to the Sept. 7 meeting.
- The Planning Division will present an ordinance to approve the rezoning of 52.4 acres from the general office zoning district to high intensity commercial, preservation and public-semi-public zoning districts for the property known as Secret Gardens. The Planning and Land Development Regulation Board recommends approval.
- The Planning Division will present an ordinance to approve the rezoning of 71.74 acres from master plan development and general commercial zoning districts to the multi-family residential and high intensity commercial zoning districts for the property known as Seminole Pointe. The PLDRB recommends approval.
- The Planning Division will present a resolution to join a rezoning application to Master Planned Development for a project known as Seminole Palms. The city will also be a joint applicant for a Future Land Use Map amendment. The desire to join the application is to complete land exchanges, rights-of-way acquisition, stormwater capacity improvements, and other arrangements to facilitate the extension of Citation Boulevard from Belle Terre Boulevard to Seminole Woods Boulevard.
- The Stormwater and Engineering Department will present a resolution to approve a work order with England-Thims & Miller, Inc. for design services related to the Whiteview Parkway improvement project. The project is designed to improve safety for both motorists and non-motorists as well as improve traffic operations along the entire corridor.
- The Affordable Housing Advisory Committee has an opening on the board. In accordance with the Interlocal Agreement, the city of Palm Coast will appoint a resident to this committee.
- The Financial Services Department will present a resolution to approve an indemnity agreement with members of the city of Palm Coast Retirement Plan Fiduciary Committee. This agreement is in need of updating due to recent personnel changes.
- The Utility Department will present a resolution to approve a master price agreement with Hawkins Inc. for the purchase of various chemicals.
- The Stormwater and Engineering Department will present a resolution to approve a contract with Masci for the asphalt milling and resurfacing of an arterial roadway, Belle Terre Parkway. Work on Belle Terre Parkway will include asphalt base repair, and temporary and permanent roadway striping. This contract will also include asphalt milling and resurfacing, replacement of roadway striping and adjustment of water valves or manholes on a list of residential roads.
Thursday, Sept. 9:
The agenda for the special budget hearing at 5:30 p.m. is as follows:
- Through a series of budget workshops held during July and August, the director of Financial Services and the Budget & Procurement manager presented to the City Council an overview of the proposed budget for all appropriated funds. The City Council will now be presented with the final proposed Fiscal Year 2021-2022 Budget for all appropriated funds.
- The Financial Services Department will present a resolution to adopt the tentative budget for Fiscal Year 2021- 2022 for the SR 100 Corridor Community Redevelopment Agency (SR 100 Corridor CRA) at a total amount of $2,598,834.
- The Financial Services Department will present a resolution to set the tentative millage rate for fiscal year 2021-2022.
- The Financial Services Department will present a resolution to establish the tentative budget for fiscal year 2021-2022 and amend the 2020-2021 budget.
Public comments will be opened at the beginning and end of the business meeting. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes.
Meetings of the Palm Coast City Council typically occur three times per month: a 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall, at 160 Lake Avenue in Palm Coast.
