Traffic violation leads to arrests of two habitual offenders on multiple drug charges

Jordan Manning and Edward Sampson both have long criminal histories.

A traffic stop July 19 on Dr. Martin Luther King Boulevard led to the arrest of two subjects on drug charges, later identified by the Flagler County Sheriff's Office as Jordan Manning and Edward Sampson.

“This is another great example of proactive policing and how law enforcement officers never really know what is occurring inside a car when they make a traffic stop,” Sheriff Rick Staly said. “This was a traffic stop based on a registration flagged as a habitual traffic offender, resulting in two arrests, multiple felony drug charges, and the removal of poison from our county. One thing I want all poison peddlers to know is that if you bring drugs into Flagler County, you will have accommodations at the Green Roof Inn. With their extensive criminal history, it’s time for the courts to deal with them once and for all.”

The sequence that led to the arrest began when an FCSO deputy was conducting stationary traffic enforcement at the intersection of South Anderson Street and Dr. Martin Luther King Boulevard when a black Dodge Nitro traveling westbound on Dr. Marin Luther King Boulevard was observed. The driver of the vehicle had the driver’s side window down and looked directly at the deputy and suddenly stopped the vehicle to avoid crossing the stop bar located at the intersection and then made a northbound turn onto South Anderson Street.

The deputy used various RTCC databases which identified Jordan Manning to be associated with the vehicle. It was also discovered that Manning’s driver’s license was suspended and he was considered a habitual traffic violator since April 18, 2016, for a term of 60 months. It was also discovered that Manning had 13 suspensions on his driver’s license since 2012.

The responding deputy then conducted a canvass of the area and located the vehicle parked near the 300 block of South Church Street. Shortly after the deputy’s arrival, the vehicle proceeded to travel southbound on South Church Street and ultimately westbound on Dr. Martin Luther King Boulevard, towards South State Street.

A traffic stop was conducted near the intersection of Dr. Martin Luther King Boulevard and South State Street. Contact was made with Manning and the passenger, identified as Edward Sampson.

Manning exited his vehicle and was placed under arrest for Driving While License Suspended – Habitual Traffic Offender. A search of Manning was conducted as part of the arrest procedures and after a cut piece of straw containing a powdery residue fell onto the roadway.

The passenger, Sampson, was then directed to exit the vehicle so the deputy could conduct a probable cause search of the vehicle. During the search, a green leafy substance, hashish oil, and a fanny pack containing various narcotics were recovered. The fanny pack contained marijuana, synthetic cathinones, fentanyl, hydrocodone, and cocaine.

Manning advised that the fanny pack did not belong to him and had no idea that he had the straw containing residue on him. Sampson denied ownership of the fanny pack as well, stating he had nothing on him, as he’s been staying at a hotel and Manning was giving him a ride.

This is not Manning or Sampson’s first encounter with law enforcement. Manning’s criminal history dates back to 2010 in Flagler County, for multiple misdemeanor charges, and prior felony charges for Battery and Violation of Probation. Sampson’s criminal history dates back to 2012 in Flagler County, for Violation of Probation, Trespassing, Grand Theft, Robbery, Aggravated Battery Causing Great Bodily Harm, Shooting Missile in Dwelling/Vehicle, Criminal Mischief, Possession of Cocaine, Battery, Aggravated Battery with a Deadly Weapon, Aggravated Assault with a Deadly Weapon, Domestic Aggravated Battery, Robbery with Firearm, Possession of Marijuana 20G or Less, and Petit Theft.

Both Manning and Sampson were arrested and transported to the Sheriff Perry Hall Inmate Detention Facility.

Manning is being charged with Possession of Drug Paraphernalia and Driving While License Suspended. He’s being held on a $2,500 bond. Sampson is being charged with Possession of Counterfeit Controlled Substance, Possession of Fentanyl, Possession of Marijuana 20G+, Possession of Hydrocodone, Possession of Cathinones, and Violation of Probation. He’s being held on no bond.
