The next few months are slated to be a summer of transition for Flagler County School District Superintendent Janet Valentine.

After each School Board member was handed evaluation forms Monday, May 1, for Valentine — who has two years remaining on her current contract — the board discussed adding elements of performance pay to her evaluation model.

“It’s that time again,” said board vice-chair Andy Dance, passing out copies of Valentine’s previous year’s
objectives.

Before its next regular meeting May 15, the board will review Valentine’s goals for 2011, and Valentine will send each board member an email about how she has been successful in her role as superintendent.

Throughout the summer, though, the superintendent’s evaluation process will be tweaked to include performance-based elements of pay — a shift Valentine herself suggested.

“Just like the teachers, just like staff,” she told the board. “For fairness’ sake — that’s the way things are moving.”

Board member Colleen Conklin agreed, adding that a mid-year assessment should also be incorporated to the superintendent’s evaluation schedule. “I do think it’s appropriate,” she said. “Moving forward … (we need to) come up with a new evaluation tool, now, for this coming year … and build in some performance measures, as well.”

The board will also review and then rewrite its superintendent mission statement, Dance said. He said the board should also consider making room in the coming budget for an assistant superintendent, to ensure that the district has a succession plan in place.

Also at the meeting, three district workers — Betty Farrell, board secretary; Elizabeth Binkley, superintendent secretary; and Janet Cotter, superintendent secretary — were reclassified from “hourly non-instructional staff” to “professional staff” May 1, making them exempt from overtime wages.

“Because they are hourly workers and they are working beyond their normal day, we would have to pay them hourly wage,” Human Resources Director Harriett Holiday told the board. “Rather than having to continue to pay, supplement or stipend, it has been recommended that they become part of the professional staff.”

The board approved the transition. No benefits or salaries will be increased or decreased in any way.
