New York Woman Arrested in Flagler County Credit Card Fraud Investigation

Investigation began after a Palm Coast resident reported unauthorized charges on her credit card statement

BUNNELL, Fla. — The Flagler County Sheriff’s Office obtained an arrest warrant for a woman after General Assignment Unit detectives determined she stole a victim’s credit card information and used it to make multiple purchases.

On April 1, deputies responded to a reported fraud after a Palm Coast resident noticed multiple suspicious charges on her credit card statement. The victim told deputies three purchases had been made at stores in the Jacksonville area, but she had not recently been to Jacksonville or the stores. General Assignment Unit detectives began investigating the case and reviewed financial statements and surveillance videos from the locations.

During the investigation, detectives determined the suspect to be an Asian female who was found to have been making purchases by adding the victim’s card to her cellphone’s digital wallet and using contactless payment. Surveillance video showed the suspect making purchases on March 24 at each of the three stores in Jacksonville. Detectives also developed a suspect vehicle, as the suspect was seen arriving and leaving the stores in a white Lexus SUV.

With assistance from the FCSO Real Time Crime Center, detectives identified the suspect as Qianlang Gan, 43, of Staten Island, New York. Prior to FCSO’s investigation, Gan was arrested by the Jacksonville Sheriff’s Office on March 26 for possession of a counterfeit driver’s license, possession of a controlled substance, and petit theft. After coordinating with JSO detectives, FCSO detectives determined that Gan had been driving the same white Lexus at the time of her arrest.

FCSO detectives obtained a warrant for Gan’s arrest for fraudulent use of personal identification information. Gan is currently being held at the John E. Goode Pretrial Detention Facility, following her arrest in Jacksonville. Gan, a Chinese national, was also determined to removable from the country, and U.S. Immigrations and Customs Enforcement placed an immigration detainer on her.

“This woman decided she didn’t want to pay using her own money while driving a Lexus to commit her crimes, she’d rather steal someone else’s information and use their money instead,” said Sheriff Rick Staly. “That put multiple law enforcement agencies after her and earned her not only a trip to jail in Jacksonville in a standard patrol car, but charges in Flagler County too. This is an important reminder to always pay attention to your credit card statements and report suspicious activity on your card.”
