Palm Coast Elks Lodge No. 2709 has named retired Marine Corps Col. Jack Howell as its Citizen of the Year. 

Howell was recognized for his dedication to the Teens-In-Flight program. A former casualty assistance officer, Col. Howell founded Teens-In-Flight to "give hope wings."

The nonprofit provides flight training to at-risk teenagers and children of military families who have lost or had a parent injured in service.
