Palm Coast Elks Lodge names retired Marine Corps Col. Jack Howell Citizen of the Year

Howell founded Teens-In-Flight program.

Palm Coast Elks Lodge No. 2709 has named retired Marine Corps Col. Jack Howell as its Citizen of the Year. 

Howell was recognized for his dedication to the Teens-In-Flight program. A former casualty assistance officer, Col. Howell founded Teens-In-Flight to "give hope wings."

The nonprofit provides flight training to at-risk teenagers and children of military families who have lost or had a parent injured in service.
