A Daytona Beach Police Officer was arrested by the Daytona Beach Police Department on domestic battery charges over the weekend.

Jazmen Renee Harrell, a DBPD officer since August 2022, punched her girlfriend in the face as the girlfriend was trying to leave Harrell's apartment, according to Harrell's arrest report. The victim told police officers that Harrell hit her after she threatened to call Harrell's coworkers at the DBPD.

Harrell has been placed on administrative leave pending the outcome of an internal investigation, a DBPD press release said.

"This type of behavior is not representative of the values of the Daytona Beach Police Department, and the officer will be held accountable in accordance with departmental policy and the law," the press release said.

The night before the alleged assault, Harrell and the victim went to a bar in DeLand with friends. At the bar, the victim and one of the friends were talking with an older man in the bar when Harrell came over and pulled her girlfriend aside angrily, demanding to know what was going on between the victim and the older man, the report said.

The victim said Harrell grabbed her arm and pushed her face at the bar, and the ended up going back to Harrell's home on Shady Place. She said she only went back to Harrell's to get her belongings before returning to her own home.

But at the home, Harrell initially refused to let the victim inside, and only let her in when she threatened to call Harrell's coworkers, the report said. Inside, Harrell would not allow the victim to grab her belongings so she again threatened to call the DBPD. That's when Harrell threw her on the bed, pushing her down several times and hitting her on the head.

Harrell eventually let the victim off the bed, the report said, so she grabbed the rest of her things and went to leave, but had forgotten her keys. Outside the home, the victim again threatened to call the DBPD if Harrell did not give the victim her keys. That's when Harrell punched her in the face, the report said.

Neighbors who heard the commotion sheltered the victim inside until police came. Though the victim declined to press chares, Harrell was arrested.

At this time, the criminal investigation remains active and ongoing and will take precedence over the administrative review, the press release said. No further information will be released at this time, as criminal investigation is still in progress.
