The FCSO named 'Top Saver' after saving over $1 million in inmate health care costs

The Florida Sheriffs Association established the Offsite Inmate Medical Savings Program as a way to reduce offsite inmate medical costs. The FCSO joined the program in 2022.

For the second year in a row, Prime Corrections recognized Flagler County Sheriff Rick Staly and the Flagler County Sheriff’s Office for being the "top saver of taxpayer money" through the Offsite Inmate Medical Savings Program, a press release announced on Feb. 24.

The award was presented during the Florida Sheriffs Association’s 2025 Winter meeting, where it was announced FCSO had saved over $1.05 million over the past year.

The Florida Sheriffs Association established the Offsite Inmate Medical Savings Program as a way to reduce offsite inmate medical costs. Unlike the Florida Department of Corrections and the Florida Department of Juvenile Justice, county jails are not guaranteed any caps on inmate medical costs, the press release states.

The Sheriff Perry Hall Inmate Detention Facility joined the program in March 2022. Prior to this, Flagler County paid all bills for inmate medical care as billed by outside medical providers.

Through this program, Prime Corrections reviews bills for issues such as unauthorized or inappropriate services, incomplete claims, duplicate claims, invalid or excessive codes, and bundled charges. They then apply a pre-negotiated discount or negotiate the individual bill directly with the provider.

There is no cost to FCSO or Flagler County for the program unless savings are achieved. A portion of the savings goes to pay for the negotiation and review of medical bills.

“It’s incredibly exciting to receive this award for the second year in a row because it shows how much money we have saved our taxpayers,” said Sheriff Staly. “We are always looking for programs and grants that save our residents money and the Offsite Inmate Medical Savings Program has proven to be a tremendous benefit. This program has enabled our award-winning detention facility to meet the medical needs of our inmates while significantly saving our residents money at the same time. In just two years we have saved taxpayers over $2 million!”
