Volusia County Schools superintendent recognized as 2026 Woman of the Year

The District Administration Leadership Institute has recognized Dr. Carmen Balgobin, superintendent of Volusia County Schools, as the 2026 National Woman of the Year — celebrating exemplary female leaders who guide, inspire, and empower others, resulting in measurable impacts for students. 

The award was presented Wednesday, Dec. 17, during the DALI Superintendents Summit at The Breakers in Palm Beach.

Across VCS, Dr. Balgobin’s leadership has produced notable results, including, but not limited to:

  • Graduation rate growth from 84.5% to 93.7% in three years.
  • 100% of schools proficient (2024–25) and our first district “A” rating in 16 years.
  • CTE expansion from 164 to 279 offerings, with industry certifications in 100% of courses, opening pathways for every student.
  • Launch of elementary Spanish Dual Language and French Immersion, and two STEM Buses to broaden access and engagement.

“This honor reflects the heart of Volusia County Schools," Balgobin said. "I share it with our principals, teachers, and support staff; with our students and families; with our School Board; with our union partners, business and industry leaders, higher education collaborators, community organizations, and volunteers. Together, we’re expanding opportunity and ensuring every student can pursue a future defined by promise, not circumstance.”

This week, Rep. Randy Fine also offered his congratulations on the House floor regarding Balgobin’s recognition as the National Association of School Superintendents 2025 Superintendent of the Year, which she received in September, calling her leadership “transformative.”

"Her innovative approach of focusing on college and career technical pathways programs, which specify teaching students practical skills for their next steps, has paid dividends for the education of all Volusia County students,” Fine said. “Superintendent Balgobin is committed to serving her community and ensuring academic excellence for her students. Volusia County is fortunate to have such an excellent servant, and I am honored to congratulate her on receiving this award.”
