Travel agency owner accused of defrauding Seabreeze students is arrested in California

The Massachusetts travel agent who the Volusia County Sheriff's Office reports defrauded 104 Seabreeze High School students and chaperones out of $400,000 for a 2024 international trip has been arrested in California.

VSO reported on its Facebook page that Robert Goodwin, 56, is in custody pending extradition to Volusia County.

"Students and parents who lost money will be invited to meet him at the airport with Sheriff Chitwood," the post states.

VSO detectives issued an arrest warrant for Goodwin back in September, reporting that their investigation began in May 2024 after the Seabreeze trip was cancelled without refunds by Goodwin's travel agency, Stone and Compass Travel.

According to a news release, a group of students and chaperones signed up in 2023 for a 9-day class trip to Italy and Greece, which was scheduled for June 2024. Each traveler paid a minimum of $3,550 in travel fees that included airfare, lodging and excursions.

One month before the trip, the agency emailed the group and said it was going out of business and there was no money to offer refunds. The agency's website went down shortly after, and all previous contact phone numbers and email addresses were inactive. 

Goodwin's agency was being sued by numerous other organizations for similar allegations, including Flagler College in St. Augustine, VSO reported.

He was charged with two counts of grand theft and two counts of organized scheme to defraud, with a bond set at $4 million.
