Standoff in R-section was the second in as many days

FCSO's SWAT team used chemical agents before entering the home to arrest the suspect.

Flagler County Sheriff’s Office deputies were involved in two standoffs with the same resident in the R-Section of Palm Coast on March 19 and 20.

The standoff on March 20 began at around 5 p.m. on Ricker Place when deputies tried to serve a warrant to 56-year-old Luis Ramirez, according to a press release from FCSO. It lasted four hours before FCSO's SWAT used chemical agents and then forced entry into the home.

The situation was resolved without any injuries and Ramirez was arrested and charged with felony domestic aggravated assault and discharging a firearm inside a residence, according to his arrest report.

Sheriff Rick Staly gave an update on Facebook Live when the standoff concluded just after 9 p.m., saying residents were able return home if they had evacuated and that those who sheltered in place were safe.

“Thanks to the good work of our SWAT team, our negotiators and our deputies in general,” Staly said, “we were able to successfully resolve the situation with no one being hurt."

FCSO deputies were initially called out to the scene on March 19 because of a domestic call where Ramirez allegedly fired a weapon in the home, the press release said. The reporting party told deputies Ramirez had been drinking and fired his gun because she had taken away some of his alcohol, the arrest report said.

FCSO deputies and Crisis Negotiation Team responded to the scene, but ultimately decided to leave to deescalate the situation and come back the next day, the press release said. Surveillance was maintained on the home because of the dangers and the home's other occupants did not return to the scene for the night.

The warrant on March 20 was for aggravated assault with a deadly weapon without intent to kill based on the March 19 incident, the press release said. Deputies also had a search warrant for the weapon.

The perimeter was set up when deputies learned the firearm had been discharged again in the home. FCSO SWAT Team, Crisis Negotiation Team and Drone Unit responded to the scene to attempt to get Ramirez to exit the home, the press release said.

Ultimately, after four hours of failed communication, the SWAT team deployed chemical agents and entered the home, the press release said.

Staly said in the Facebook Live that the suspect was taken to the hospital. The man, Staly said, was still intoxicated.

“We want to make sure he is OK before he goes to the jail,” he said.

Staly thanked the community for understanding while deputies handled the situation.

“These things take time to make sure nobody gets hurt,” Staly said. “And that was the ultimate goal, that nobody got hurt.”
