Volusia moratorium halts application for 874 Hull Road in Ormond Beach

Volusia County Manager George Recktenwald told the County Council Tuesday that Belvedere Terminals had also reached out inquiring about alternate sites along the rail line.

Volusia County received a conceptual site plan application for a “truck terminal” at 874 Hull Road on Monday, City Manager George Recktenwald said during his closing comments for the Dec. 5 County Council meeting. 

“They were notified immediately that the county cannot accept and process a conceptual site plan due to the pending doctrine,” Recktenwald said.

On Nov. 21, the County Council directed staff to enact a nine-month moratorium on areas zoned heavy industrial as it reviews the zoning district. This comes after significant citizen outcry surrounding a proposed fuel farm by Belvedere Terminals at the Hull Road property.

Recktenwald also reported to the council on Dec. 5 that Belvedere had reached out inquiring about alternate sites along the rail line — from southern Flagler County to northern Brevard County.

Additionally, at the Dec. 5 Ormond Beach City Commission meeting, commissioners unanimously voted to delete the city’s I-2 “Heavy Industrial” zoning district.
