A proposal for a new 416-unit apartment complex earned the support of Palm Coast's planning board at a meeting on Sept. 20.
The Palm Coast Planning and Land Development Regulation Board voted 6-0 to recommend that the Palm Coast City Council approve a site plan for the apartment complex, to be called Ocean Village.
The City Council has the final say.
The lot is located at the 6400 block of State Highway 100, west of Colbert Lane, and consists of 45.82 acres.
Jordan Myers, a city government environmental planner who gave a presentation on the proposal at the meeting, pointed out that the developers exceeded requirements for conservation easements around the edge of the property. The plan also includes four large stormwater ponds.
The site plan is classified as a major — a Tier 3 — development, according to the board meeting documents.
Now that the planning board has voted in favor of the site plan, the Palm Coast City Council will review it and either approve or reject it.
If it is approved, the developer will then provide the city with technical plans for approval before applying for building permits.
The plan for Ocean Village spreads the 416 units across seven apartment buildings, three of which will be four-story, while the remaining buildings will be three-story.
The site plan also includes walking trails, a large clubhouse and a dog park.
Casey Dendor, development consulting firm England-Thims & Miller's representative for the project, said the developer is providing 19.9 acres of recreation amenities — well over the city's required 7.9 acres.
Included in those are the amenities for the clubhouse: a social lounge, coffee bar, cybercafe, business center and fitness center. The dog park, Dendor said, even includes a dog spa where members can care for their four-legged friends.
Dendor said the developer also intends to include a resort-style pool with a sundeck, cabanas and an outdoor kitchen and fireplace area.
The units will range from one to three bedrooms, and go from 685 square feet to 1,336 square feet, Dendor said.
