Taxes, budget and new recreation center on City Council's July 19 meeting agenda

The council will also hear a proposal to rezone 68 acres for a proposed multifamily and commercial development called Seminole Pointe.

The Palm Coast City Council will discuss the upcoming fiscal year's budget and property tax rates and a proposal for a new recreation center, during a business meting at 9 a.m. July 19. Agenda items for the meeting include:

  • The Community Development Department will present an ordinance amending the zoning map designation for 67.69 acres of property to reconfigure the existing High Intensity Commercial and Multifamily Residential zoning districts on the property, to become a multifamily and commercial development called Seminole Pointe. The project is consistent with the city's Comprehensive Plan, and it has compatibility with proximate uses. The Planning and Land Development Regulation Board voted 6-0 to recommend approval to City Council.
  • The Community Development Department will present a resolution to approve the Nuisance Abatement Initial Assessment. In December 2010, the city adopted Resolution 2010-168 - Non-Ad Valorem Assessments for Nuisance Abatement. Each year, the preliminary and final assessment roll needs to be adopted by City Council prior to Sept. 15. This resolution is intended to adopt a preliminary assessment roll. The final roll will be prepared and brought back to City Council at its Aug. 9 workshop and the Aug. 16 business meeting for action.
  • The Finance Department will present a resolution to set a proposed maximum millage rate and set the first tentative budget hearing date. On July 12, City Council was presented the Fiscal Year 2023 General Fund Budget and an overview of the TRIM rate options. Staff is proposing a maximum millage rate of 4.6100 mills, or $4.6100 per $1,000 oof taxable value, which is a 14.85 % increase from the rolled-back rate of 4.0138 mills.
  • The Stormwater & Engineering Department will present a resolution approving a contract amendment with Gilbane Building Company to establish the guaranteed maximum price for the Southern Recreation Facility (formerly known as the Regional Racquet Center), including a contingency and related expenses for the project. On June 28, staff presented an update to City Council, giving an overview of the Recreation Facility and how it will serve as a part of the Southern Recreation Area. Gilbane obtained bids and will present the council with this information for review and direction so that a guaranteed maximum price (GMP) can be established.
  • The Public Works Department will present a resolution approving fleet purchases of a CTX160 Mini Skid Steer from Vermeer Southeast, a Ford F-250 from Duval Ford, and a landscape trailer from Car Shop Trailer Sales. This agenda item is part of standard operations and part of the Fleet Replacement Process for the 2022 fiscal year.

The following items will be presented as consent items for approval:

  • A resolution approving a contract with P&S Paving for the Belle Terre Parkway right turn lane at Easthamption Boulevard Project
  • A resolution approving an increase in the purchase order with Elavon for credit card processing fees for transactions at the Palm Harbor Golf Course
  • The city manager will present a report detailing all emergency and sole source purchases for the month of June 2022, in accordance with Sec. 2.25 of Chapter 2, Article 1 Division 3 of the Code of Ordinances of the city of Palm Coast.

Public comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures.

Each speaker will approach the podium, provide his/her name and may speak for up to three minutes.

Meetings of the Palm Coast City Council typically occur three times per month: a 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall, at 160 Lake Avenue in Palm Coast.
