The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.
A business meeting will take place beginning at 9 a.m. on Tuesday, Oct. 19, 2021. Details of the items on the agenda are listed below.
- The Palm Coast City Council will read a proclamation for Arteriovenous Malformation Awareness Month. Members of the Arteriovenous Malformation Advocacy Group of Palm Coast will be present.
- The Palm Coast City Council will read a proclamation for Mobility Week October 29-November 5, 2021. As a Mobility Week Partner, the City of Palm Coast Parks & Recreation is offering events to educate our residents on the City’s transportation network as well as provide information on walking, biking, and transit safety.
- The Human Resources Department will present Employee Recognitions highlighting employees who have gone above and beyond the scope of their job.
- Mr. Sean Lahav, Resilience Coordinator from Northeast Florida Regional Council, will present to City Council on the Northeast Florida COVID-19 Economic Recovery Plan
- The Planning Division will present an ordinance amending the future land use map designation for 108 acres of property from mixed use to residential and a site-specific policy to limit development on the 108 parcel to 295 dwelling units for Flagler Village. This item was heard by City Council at their August 17, 2021 Business Meeting. There were no changes suggested to this item.
- The Planning Division will present an ordinance Flagler Village Rezoning Application #4743. The developer is is proposing to rezone 108.2 +/- acres of vacant land located in the northeast quadrant of Belle Terre Boulevard and Citation Boulevard from the Master Planned Development District to the Single-Family Residential -1 Zoning District. This item was heard by City Council at their August 17, 2021 Business Meeting. There were no changes suggested to this item.
- The Planning Division will present an ordinance amending the future land use map designation for 37.7 acres of property from mixed use and undesignated to residential and adding a site specific policy to limit development on the subject property to 3 dwelling units per acre for Seminole Palms. The proposed amendment was reviewed and found to be consistent with the comprehensive plan policies.
- The Planning Division will present an ordinance amending the zoning map designation for 239.6 acres of property from single-family residential and general commercial to master planned development for Seminole Palms. The PLDRB held a public hearing on September 15, 2021 to review and hear public comments on the application. There were no comments from the public and the PLDRB unanimously recommended approval of the application.
- The Planning Division will present a resolution approving the Seminole Palms Impact Fee Prepayment for Citation Boulevard extension and land exchange agreement. This agreement provides the instrument to complete land exchanges, rights-of-way acquisition, stormwater capacity improvements, and other arrangements to facilitate the extension of Citation Blvd. from Belle Terre Boulevard to Seminole Woods Boulevard. This item was heard by City Council at their October 12, 2021 Workshop. There were no changes suggested to this item.
- The Planning Division will present a resolution approving the final plat for the Gables at Town Center (AR #4828). The application proposes to plat and subdivide approximately 124.70 acres of land into 208 single-family residential lots and 7 tracts. The Gables at Town Center is located north of the terminus of Lake Avenue approximately 975 feet west of the intersection of Lake Avenue and Town Center Blvd.
- The following items will be presented as consent items for approval:
- Resolution approving a work order with England-Thims & Miller Inc for design services related to the Whiteview Parkway Improvement Project.
- Resolution approving the collective bargaining agreement with IAFF Local 4807 for October 1, 2021 through September 30, 2024.
- Resolution approving a work order with GAI Consultants for Engineering Services for the design and construction of the eductor station rehabilitation for Stations AU-3 & AU-5.
- Resolution approving piggybacking the GSA contract #GS-35F-0251U with TT Faster LLC for fleet management software and support services.
- Resolution approving piggybacking the Sourcewell – State of Minnesota 031121-TTC contract with the Toro Company for purchase of Toro Mower Parts.
- Resolution approving piggybacking the Sourcewell – State of Minnesota and Samsara Inc. contract for fleet and equipment GPS monitoring services.
- Resolution approving a contract with ESRI to purchase an enterprise agreement for ESRI software.
- Resolution approving the purchase of materials, equipment, consulting services and related expenses to the Enterprise Resource Platform update.
- Resolution approving the purchase of materials, equipment, consulting services and related expenses to the Microsoft 365 implementation.
- Resolution approving a work order with Aquatic Management Plus LLC for weed control of the freshwater stormwater drainage system.
- The Public Information and Engagement Department will present the graduates of the Fall 2021 Palm Coast Citizens Academy. Thirteen residents attended the five-week Citizens Academy, which takes an in-depth look into all of the departments within the municipal government.
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
