Flagler County is more than seven months into a drainage and roadway improvement project within the Marineland Acres community that is slated for completion in mid-2023. The project, when complete, promises to both enhance the streets and reduce the duration of flooding in the area.
Staff is seeking homeowner assistance during the construction.
“Over time, homeowners installed private amenities in the existing public right-of-way that are now conflicting with construction,” said County Engineer Faith Alkhatib. “To address this challenge, we created a notification and coordination process that includes delivering certified letters and door hangers with contact information to homeowners affected by construction activity.”
The goal is to allow homeowners adequate time (30 days following right-of-way demarcation) to relocate or remove encroachments. To help facilitate the process, Alkhatib and her staff are available to meet with affected residents, if requested, to show the location and types of storm drainage improvements proposed near their properties.
“This notification process has received very positive feedback from homeowners and has helped construction-related activity to proceed smoothly,” Alkhatib said.
To further aid the process, a link was created on the Flagler County website for the project that contains phase scheduling and contractor information.
The construction schedule listed below – subject to change due to circumstances beyond the county’s control, such as weather – includes all of the associated work for both the underground utilities, drainage, and completion of the roadway construction.

The work includes 3.7 miles of multiple two-lane residential roadway and related improvements – many of which are dirt roads that will be improved. Grants from The Florida Department of Transportation fund more than 98% of the total project, with local funding and county assessments funding the remaining balance.
All of the streets are located between State Road A1A and the Atlantic Ocean coastline, and the improvements will include: a uniform structural travel lane section and cross-section, and cul-de-sacs – some that will be newly constructed with a paved surface, and others that are to be simply milled and resurfaced – both using hot mix asphaltic concrete. In addition to roadway improvements, signs and pavement markings will be included where necessary.
The construction will also include right-of-way drainage improvements consisting of roadside grassed swales, and a piped stormwater collection system that will convey storm drainage to an existing treatment area.
“The Marineland Acres community (of about 200 residences) knows of the past flooding and septic tank effluent challenges that have plagued the area during heavy storms,” Alkhatib said. “With the planned improvements, the collected stormwater will soon be conveyed to a newly constructed Central Avenue drainage trunk line, and will continue south to tie into the already constructed Bay Drive pipeline and treatment area before continuing to the Intracoastal Waterway.”
