ON THE AGENDA: County Commission to consider supporting cold weather shelter at Church on the Rock

The Flagler County Commission, Flagler County School Board and Palm Coast City Council will all hold meetings and workshops the week of Feb. 17.

All of them let residents attend and comment (comments are limited to three minutes). Here's what's on their agendas.

County Commission meeting: 5 p.m. Monday, Feb. 17

Notable agenda items:

  • Cold weather shelter for homeless: Commissioners will consider an agreement between the county and local city governments to create a cold weather shelter at the Church on the Rock, on U.S. 1 in Bunnell. It would be run by the nonprofit Sheltering Tree, which has thus far been operating out of the First United Methodist Church of Bunnell, but has encountered resistance from the city government and local residents there. Each local municipality would give the Sheltering Tree $250 per shelter night, covering up to 24 nights, under the proposed agreement.
  • Final plat approval, Plantation Bay: Intervest at Plantation Bay has asked the county to approve a final plat for 97 residential lots on a 55-acre area known as Unit 8, on the community's western side.

Palm Coast City Council meeting: 9 a.m. Tuesday, Feb. 18

Notable agenda items:

  • Trespass warnings: A proposed ordinance would create a process for issuing trespass warnings for people who have been trespassed from city property. It would also create an appeal process. This is the ordinance's second reading. The council approved it on first reading Feb. 4.
  • Vaping: An ordinance proposed by Councilman Jack Howell bans the sale of e-cigarette equipment to people under 21, regulates how the devices can be displayed in stores, and bans vaping in areas where smoking is already banned. This is the ordinance's second reading. The council approved it on first reading Feb. 4.
  • 259 home lots proposed: Palm Coast Holdings and Dominion Engineering Group have asked the city to approve a final plat for the initial phase of the Sawmill Creek community, a proposed development on the west side of U.S. 1 about two-thirds of a mile north of Matanzas Woods Parkway. The application is for the platting and subdivision of about 110 acres into 259 single-family lots, but the whole community is planned for an eventual 2,200 homes.
  • Public safety communications: Under a proposed agreement with the county government, the city government would pay to rent equipment compatible with the countywide 800 MHZ public safety communication network. The city would pay a one-time rental fee of $876,253, plus $47,760 yearly in combined fees for the city's 398 individual radio units.
  • Hydrogeological services, mosquito control flights, firefighter fitness: The council will also consider a proposed master service agreement with High Springs-based Connect Consulting for as-needed hydrogeological services; the East Flagler Mosquito Control District's annual authorization request to fly over congested areas; and a $14,201 match to a FEMA Assistance to Firefighters Grant (AFG) Program grant the Fire Department received for a firefighter fitness program.

Flagler County School Board meeting: 6 p.m. Tuesday, Feb. 18

The School Board is trying out a new process for public comment at the Feb. 18 meeting: Requiring people who want to comment to first fill out comment cards.

The new process is a reaction to a series of divisive comments about transgender issues at previous board meetings. Residents are also expected to speak at the Feb. 18 meeting about policies concerning transgender students, but the topic is not on the board's actual agenda.

Notable agenda items:

  • Superintendent shortlist: The School Board is expected to accept a shortlist of names of superintendent candidates submitted by the district's appointed citizen advisory search committee. Their application materials can be viewed at https://flaglerschools.com/school_board/superintendent_search.
  • Sexual harassment policies: The board will review a proposed change that would let people who have reported sexual harassment to the Human Resources director, but are dissatisfied with the director's decision, appeal in writing directly to the school board attorney within three business days of the HR department decision. 
  • Spotlight presentations are held at every board meeting. The Feb. 18 meeting will include presentations on the Sunshine State Scholars program for STEM students; the announcement of the winner of the county's student Voter's Guide design contest; a presentation on career and technical education; and presentations of school improvement plans for Bunnell Elementary School and Rymfire Elementary School.
