City and county officials working on economic development or recruitment will be ineligible.

The Palm Coast City Council reached consensus Tuesday on the details of the Bounty for Business program — a concept that provides cash rewards for relocating, expanding or bringing in new business to Palm Coast.

A vote to approve the program will take place in June.

Details of the program are as follows: Only a Palm Coast citizen or Palm Coast business owner is eligible for the bounty. The city manager or members of the City Council don’t qualify. Also, city or county officials who have economic development or business recruitment as “an integral part of duties” are ineligible.

Originally, the business was required to have five full-time employees, but the City Council lowered that number to three. The business must also be a relocating or expanding business from outside Flagler County.

The certificate will be presented when the business opens — $500 to the recruiter after six months and an additional $500 after the one-year anniversary. The business must also continue to meet all requirements.

For full disclosure purposes, city staff will review applications and announce awards during a City Council meeting.

The program will operate on a first-come, first-served basis and will be limited to funding availability.

City Councilman Frank Meeker, who first presented the concept in August 2010, said: “I think we’ve come up with a fair and pretty darn good program. I hope it works. If it doesn’t, obviously we can scrap it and it doesn’t cost us much.”

The site plan is the first of two steps before a restaurant or business can open, according to City Manager Jim Landon.

The first is more of “horizontal development,” Landon said, and includes how the building is laid out, parking requirements, setbacks and landscaping. The next step is the building permit. Landon said the site still needs to be platted, which will be voted on June 5.

“Exactly what the timing is, we don’t know,” he said. “But they have started the development process. ... This means they are very serious, and we anticipate construction sometime soon.”

Childhood friends Zach McLeroy and Tony Townley started the chain in 1990. Zaxby’s currently operates more than 545 locations in 12 states.
