Routine traffic stop lands heroin-user in jail

A routine traffic stop Tuesday in Palm Coast landed a 47-year-old woman in jail on possession of heroin charges, according to Flagler County Sheriff’s Office. This follows a news report showing that the price of heroin is on the rise in the county.

Lisa Anne Bookin, of New York, was arrested after deputies found six pouches of heroin in the car in which she was a passenger.

Around 4:53 a.m., a Nissan being driven by Hector Vasquez pulled out of a gas station along State Road 100. While on patrol, a deputy noticed Vasquez didn’t have his lights on, according to the report.

After following the car for about 100 yards, the deputy pulled over Vasquez for driving without lights. Bookin was in the passenger seat.

Vasquez appeared to be very tired, and advised that he had been "driving all night in order to get here," the report states. The car had New York tags on it.

A second deputy arrived and asked Vasquez to get out of the car to make sure he was in driving condition. Vasquez complied, and the deputies determined he was in driving shape, but still appeared “very tired.”

The deputies then asked if there were any drugs in the car, to which Vasquez replied no. Vasquez then allowed the deputies to search the car.

A search found six clear pieces of folded wax paper “containing a white powdery substance inside each paper pouch,” underneath the driver’s seat. All six pouches were wrapped together with a small, yellow rubber band. 

The deputies asked a series of questions, and eventually found out that Bookin did heroin.

The deputies then asked Bookin if the drugs were hers, and she nodded her head yes, according to the report.

The powdery substance was field-tested, and the results indicated it contained opiates.

Bookin was booked into the Flagler County Inmate Facility on possession of heroin charges. Her bond was set at $2,000.
