School Board adds transfer flexibility

Faced with a 9.2% health plan rate increase, the School Board tabled a vote on its health structure. It also tweaked bus policy and increased summer camp rates.

After voting to table a decision to renew group insurance plans for the 2012-2013 school year, the Flagler County School Board tweaked some of its policy language at the Tuesday, April 10, regular meeting.

In its policy, the board approved a change that would allow students attending either a failing or D-rated school — not just a failing school — to transfer to a higher-performing facility in the district or elsewhere.

Because of increased fuel costs, the board voted to increase weekly summer camp fees for the first time since 2005, as well.

By of vote of 3-2, with Colleen Conklin and Andy Dace opposed, camps for kindergartners through fifth-grade students will increase $5, from $80 to $85. Grades 6 through 8 will see increases of $10 per week.

Last, the board also approved a change exempting bids and proposals to competitive solicitation from the public record, and it deemed that all school buses purchased after December 2000 must be equipped with safety belts and that all students must wear the belts while the bus is in operation.

The health care plans under review for next fiscal year included health, vision, dental, life and long-term disability. The School Board’s insurance committee and human resources department recommended staying with the current United Health Care plan while increasing the board’s contribution to 5% annually, to offset a total 9.2% rate increase by the carrier.

A 5% health contribution increase would equate to an extra $318,501.12 per year from the board’s budget. It would increase insured employees’ monthly rates by about $20.

The board will vote on health care plans at the April 17 meeting.
