+ Project Koala leaves for Fort Myers
According to City Manager Jim Landon, Project Koala is likely headed to Fort Myers, rather than Palm Coast.
The city offered $2 million in tax and fee abatements, but the funds were always tied to a schedule for job creation and capital investments. Project Koala was unwilling to commit, and Landon said the City Council has given clear direction that public funds should not be used for incentives unless the prospect is willing to commit to job creation.
+ Evacuation plan: $40 million cost
The Northeast Florida Regional Council presented the statewide evacuation plan Monday, March 7, at the regular meeting of the Flagler County Board of County Commissioners.
Jeff Alexander, statewide program manager for the NEFRC, said the Florida Legislature allocated $29 million for the statewide study in 2005. He said the four-year effort is unlike any other in the past and was about a $40 million investment.

+ Corrections
Marshall Shupe was a fire chief and member of the zoning board in New York, not in Flagler Beach.
The Garden Club is offering three $500 scholarships, not two.

+ Early polling station might move to Community Center
The City Council might relocate the early polling station for the 2011 election from the Flagler County Supervisor of Elections office, in Bunnell, to the Palm Coast Community Center.
City Council member Holsey Moorman said he has received a lot of negative feedback from his district, he told the council, concerning the Bunnell location. A cost comparison of the two location options will be presented at next week’s council meeting.
+ City could see a dozen new businesses
“Retailers are back in the game,” City Manager Jim Landon told the City Council. According to Landon, six to a dozen retailers are currently considering Palm Coast as a home to their new branches, many in existing shopping centers.
Most of the negotiations are going through Enterprise Flagler, he said.
“I look forward to hopefully landing some of those,” Landon told the council. “I’m quite confident we will.”
+ Manatee hearing delayed until June
At the request of the Flagler County Board of County Commissioners, the Florida Fish and Wildlife Conservation Commission has delayed its hearing regarding manatee protection zones on the Intracoastal Waterway in Flagler County until June 8 to June 9, in St. Augustine.
County Administrator Craig Coffey said the county will determine an action plan March 14, at the County Commission workshop.
+ Smoke testing begins in R-section
Smoke testing will be March 21 through March 30, for sewer lines on streets that begin with the letters Rou, Roi, Roy, Rut, Rus, Ros, Rox, Roc and Rob.
This test, which involves forcing smoke into the sanitary sewer lines, will check for leaks, breaks and defects in the system. The smoke is odorless and should only affect your home for approximately 15 minutes. Homes affected by smoke testing will find a tag hanging on the front door.
The smoke used for this test leaves no residuals and has no effect on plants or animals. Direct contact with the smoke may cause minor respiratory irritation in some people.
If people in your building suffer from a heart condition, asthma, emphysema or some other respiratory condition and are planning to stay in the building during testing, notify the city of Palm Coast at 986-2371 to discuss your specific case.
