On the first block of Garden Street, in Palm Coast, two men were caught with drug paraphernalia on July Fourth.
A deputy patrolling the area noticed that there was no record of a Louisiana tag on a white Lincoln Town Car. He conducted a traffic stop.
The driver and three passengers provided identification and paperwork and said there was nothing illegal in the vehicle and no weapons.
While the deputy was looking over the paperwork for the vehicle, a K9 unit arrived and asked if there were any narcotics in the vehicle. The driver said, “No. You can search the vehicle, but you’re not going to find anything.” The driver was searched, yielding nothing.
One passenger, James Ryan Boyd, of 9 Shady Lane, refused to give consent to being searched, and at that point, the K9 sniffed the vehicle. After receiving consent to search the vehicle, the deputy located a spoon with burn marks on the underside in Boyd's right front pocket.
“I always carry a spoon,” Boyd said.
The deputy continued and found a needle in Boyd's left rear pocket, and he was then placed in custody for possession of drug paraphernalia.
A second passenger, Joseph C. Carroll, of 12 Fawn Lane B, was then searched. The deputy located a small, empty, clear plastic baggie in the passenger’s pocket, as well as two needles inside his right sock. Carroll was also placed into custody for possession of drug paraphernalia.
Another spoon with burn marks on the underside was then located in the driver’s door panel, as well as a needle in the cigarette ashtray. All occupants advised that these items were of unknown origin.
The two passengers were arrested and brought to the Flagler County Inmate Facility.
