Jim Manfre has company in his view that perhaps a deputy should have been sent to the scene of the accident that resulted in the death of Francoise Pecqueur.

The Flagler County Sheriff’s Office did not send a deputy Nov. 10, when a 911 caller stated that a woman, later identified as Pecqueur, was found lying on the side of the road, bleeding and unconscious.

It was later reported by the Florida Highway Patrol that Jamesine Fischer struck Pecqueur, 76, with her car, but that was not revealed to the Sheriff's Office at the time of the 911 call.

Manfre, a former sheriff who lost head-to-head against current Sheriff Donald Fleming in 2008, recently criticized the "weak" procedure in place for Sheriff’s Office, saying that a deputy should have been sent.

Chuck Mulligan, public information officer for the St. Johns County Sheriff’s Office, said he wasn’t willing to comment on the case, and he said every agency has its own procedures to follow.

But, he said, hypothetically, if the St. Johns office got a 911 call describing a person found on the side of the road, bleeding from her mouth and potentially unconscious, they would send a deputy to the scene to investigate.

The public information officer for the Volusia County Sheriff’s Office, Gary Davidson, said there was no specific protocol in Volusia.

Debra Johnson, public information officer for the Flagler County Sheriff's Office, has stated that without being told a vehicle was involved, the dispatcher determined there was no reason to send a deputy. The agency will make no further comments until the Florida Highway Patrol's report is completed.

Without a deputy at the scene, the investigation of the crash was delayed at least six hours, when the Florida Highway Patrol arrived.
